The Sewayaki Kitsune no Senko-san manga has officially 4 volumes and 32 chapters, but its MAL page indicates 13 volumes and 13 chapters.

No, the MAL page doesn't indicate that. You're probably confused since you're at 13 chapters or smth. Since it's an ongoing manga, neither the volumes nor the chapters are marked on its page.
