Naruto as Hokage

So far I enjoy Boruto, but there's one thing that annoys me, I would hope there was someone who could answer me on this?
Why does Naruto not use his clones more to do his job as a Hokage? You always see huge stacks of paper in his office and we see that he can never get to the important things in Boruto's life because he is too busy being Hokage.
Could he not just use the clones for the paperwork and all that and be with his family more?

Could he not just plant enough food worldwide to eliminate hunger? Could he not just do everyones work in the village and make it a self-indulgence state? Could he not send his clones to turn over every leaf in on the planet to unveil the villains and etc.?
Could he not just be a mad-made god who would solve everything and anything with his clones. This is what I am forced to endure, even though they all have presumably seen Naruto... Makes one wonder, was there any point?
