I dont really get it. Between the third and fourth season it seems like the`y got into a relationship, have I missed when it happened?

Not yet. There is no confessions or whatsoever between them until the latest episode.

I mean, in a sense, Rias grew on Issei and calls him hers. Everybody fights over Issei, there was never a confession on most of them, same goes with Rias. It's a growing relationship from zero one up without a spark of a confession really.

They have been in one since the end of season 1, even if they never said it out loud. Rias don't go around kissing boys she's not interested in.
As they fight together and live under the same roof, the two presumably became even sweeter to each other as of this season.
The anime kind of skimp it, but in the light novel, there's a strong implication that house Gremory had already made him the fiance of Rias and have been grooming him for a while (etiquette training, power up training, increasing the value of his image, etc). Issei meanwhile thought it was the normal package of Gremory Servants (┛◉Д◉)┛彡┻━┻

I am also really confused because in season 1 or 2 issei wins the fight between him and phionex he asks for rias as a prize which would explain why rias has grown to love him and explains why she gets so jealous but from what I have seen is seems between season 3 and 4 rais has grown to love and cherish him for who he is and for what he did for her

Quite honestly I dont think its been skipped over as much as most of tht training needs to be done after last ep confession. that being said, the parents have hinted more often than not that they consider him a firance("call me mother in law or mother".
