I've never really watched Yu Gi Oh (properly) before and I have no idea on how the game works. I may have watched an episode here and there on the original show when it was on TV but never stuck with it long enough to understand the game or the story.

Can I just start on this series and still enjoy it?

Yea, i think you can just start with this series for the "story". It doesn't have any direct ties with the other yugioh series. However, there are few characters from the previous series(GX and 5D's), but this is a different universe and timeline so they're not the same as the one in the previous series.

For the game, I'm not too sure if I would recommend it to start with Arc V. If I remember correctly, the game doesn't really explain too well, so I'd recommend just knowing the basic rules beforehand. The format of Arc V is different from the current one, however. Arc V uses Master Rule 3, but the current yugioh uses Master Rule 4 format.
And yes, there is a big change between Master Rule 3 and Master Rule 4 of how summoning monsters work from the Extra deck, but aside from that, there's little to none.

I disagree with @Kisaragi, it is vital you watch the original before you watch that one, because the original show you the basic of how the game works, these newer version which include a lot of bullshit which makes the current yu gi oh a joke.

I said for the "story". I also stated how Arc V doesn't too well explaining the game mechanics.
I agree, I think it's best to start with DM, but reading the rule book seems enough to understand the basic ruling.
