Very crude anime. Even though it wasn't subbed, you could figure out the origin of Eightman just from knowledge of many superhero origins.
It's basically the main character, a detective/private eye, was ran over by the criminals and a scientist transferred the memories of the main character into a cyborg body. He didn't like it at first but learned to live with is his new body.

The artwork felt like it was stop frame because it was so crudely done. Perspectives were way off in many of the scenes. You can tell that there wasn't much money or effort put into this this. I wonder if this was just another series that came off the "the Atom" or "Cyborg 009" android craze in the early 60s.
What if the Hokey Pokey is what it is all about?

This came before Cyborg 009.

Edit: 5 episodes in, this show is fucking amazing given the low expectations I had of an unintentionally funny, bland old super hero show. The comedy is fucking top-notch, it's full of brilliant cartoony designs and for what it is and given the age, the action & intrigue is pretty alright. Everyone who likes old anime/manga should give this a try.
