Sorry if a few of my suggestions is basic, since I'm assuming your wanting shounen based anime rather than shoujo. Cause there are tons of cute anime based off that.

I'd suggest Girl's Monthly Nozaki-Kun.
Yes, it's apparently a shounen, but I think this is what you'd be looking for. But no definite strong romance.

Log Horizon
It's not cute, since it focuses on politcal intrigue and of course action, but the romance is pretty innocent. One of my favorites.

I have a lot more manga in mind, too.

Aria The Animation is a great show and you should give it a try especially since it is a lot more than just cute girls.
