Why the low rating?

I certainly don't see where that 6 came from, considering most ppl rate any and all crap with a 6 unless it's extremely sucky.(imho 6 = an anime about a generic super power X and some random guys fighting - ex. Absolute Duo).

Hackadoll is hilarious, I'd say at some points it could come very close to Gintama with its randomness and sudden twists. A comedy is all about laughing and this one does it just about right.

I'd easily give it a 9 even if the episodes were longer.

They're salty about #3 being a male. In other words, they're weak.
I think eventually the score will be higher. This show deserves a 7 at least.

Shorts typically have a lower rating than full TV series. Same with OVAs.

I don't know why people give low ratings to shorts. Does the enjoyment of a show somehow equate to the time it takes to watch?

I thought this was a funny one, good music (especially the OP) and really enjoyed watching it, so it gets an 8. That's all there is to it.
