Best: I'd say Myne from Ascendence of Bookworm. I would normally say Rudeus, because his development is absolutely beautiful and he is much better person now. As it is I would consider him as the best, but his degenerate antics at the beginning still weigh heavily and author clearly overshoot with his degeneracy.
So Myne it is.

Worst: Michio from Isekai Labyrinth Harem and it's not even close. This guy is so damn repulsive, degenerate, downright vile and even evil. Imagine Rudeus from episode 1, who would fully embrace hedonistic lifestyle just because he got this opportunity without even thinking about improving himself and you get Michio.
