Anyone saying One Piece sales are declining clearly don't know how physical manga sales work for manga and light novels in Japan, especially now in the digital era particularly when digital manga got widely available to be bought online around 2012).

The sales for most recent volumes will almost always be declining in numbers after every single volume, unless there's a special edition, or is the last of them all. but in an overview, those sales will eventually reach the other sales of previous volumes, or at least get much closer to those amounts, they just won't be in the charts anymore.

Each One Piece volume is still selling more than 2M physical units per year in Japan alone (at least 4M copies in circulation per volume overall as time progresses), for instance, and no longrunner come close to that amount, as not everyone will buy 100 volumes of manga and have space for it in Japan, and that's true for any manga that runs for more than 50 volumes (perhaps even less than that). A lot of OP sales are either digital or a milestone in physical volumes that gets bought in higher quantity, and yet, we still have this enormous amount of 2 million fans yearly collecting the entire 100 volumes of manga so far (again, in Japan alone).

Especially true ever since digital manga market and sales have been growing exponentially (31.9% increase in sales the last year alone compared to the previous), and those aren't ever counted by Oricon and alike.

One Piece at this point might even have been having less physical sales (as it once had around the time Skypeia was ending), than it normally would (disregarding the whole digital context of course), but that on itself is normal enough.

It's, ultimately, not declining.

One Piece might have already surpassed Batman (as a whole) in comic sales at this point, and soon be announced to had sold 500M units in total (making it the second best-selling comic book series after Superman as a whole).
