I Believe they are targeting people who are in those age gaps...plus high is the changing point of your life... your are not a child anymore and you have to get serious about life after it ends...

Well, it's a nice and flexible setting depending on the story you want to tell, it's a time of joy, drama, love, crazy dumb shit, so writers can come up with all kinds of stories for high schoolers.
And also appeal to the otaku fandom.

Just not much different than a good old fashioned Archie cartoon set at Riverdale High, just teens having a good time, people relate high schools and teens with youthful hijinks. Old gals may have worked well in The Golden Girls, but for anime I would prefer mostly younger characters with a few old farts thrown in for good measure.

All this discussion is back-and-forth arguing. Running out of arguments means it's time to take a step back and rethink everything.

♦ One reason would be the majority of audience would be high schoolers obviously. They can relate to it more....that is what the creators want.

♦ Another reason, I believe, is that high school is seen as the time in between the care-free life of a kid & the responsibilities of adulthood. Both mix up and gives a charater to........well...the characters

While a kid is more often than not tied-up by dependence and can access only that which is in it's limits (both physical and mental), high school times are the beginnings of independence, fun & youth & energy & excitement..... all that stuff
