Errr I kind of get what you're saying, since in a way he has worked so hard to become a hero, but giving him this quirk is like giving him an opportunity to be that hero he always has wanted to be. And this is not simply an 'ordinary' hero.

You're right, he could probably fight people in the academy without a quirk, and possibly beat others from pure strategy and possibly physical force, but Deku doesn't just want to be a hero. He stresses how he idealizes being the absolute best and even though in the beginning it seemed like he was just ready to give up because he couldn't be a hero, he was also giving up because his dreams seemed unrealistic.

Imagine with me a fight between him and Todoroki without his quirk. The results would be pitiful no matter how much training he undergoes, it is inevitable that without a quirk he cannot stand a chance.There is a limit to human ability, and there is a limit to quirks as well. The quirks capability exceeds that of a humans, and in a world where the powers and characters are pretty unrealistic, it would unrealistic for him to face those people. This scenario would be kind of like Lee from Naruto, but Lee had been training all his life to be able to master taijutsu, without basically having 'supernatural abilities'...well arguable but at least compared to others....and the MC did not want to be powerful or strong or prove he could be a hero without a quirk. He simply wanted to be that hero he has always dreamed of, as dumb as that sounds.The point of the quirk being passed on, though, I guess is that there are chances for even quirk-less people to pass through barriers and you can see their full potential.

I definitely agree with you, though, as it would have been interesting to see how everything would play out differently. With the crazy level of powers the villians have, however...simply defeating heros one on one may be plausible but having lives on the line in the face of danger, as a quirkless person, it seems very unreliable.
