It's just Shaft being themselves. Remember Na-dek-ho, Bakemonogatari 10th episode. Urobuchi is saying that if we got 11th episode this week, it will be exactly like that, even worse. |

There's Shaft being typically Shaft, and than there's Shaft's solution to lousy timing, i.e. Bakemonogatari ep 10, Vampire Bund ep 7 or -the worst I can think of - Tsukuyomi ep 12, where all you got during a long fight was shots of the walls of the room. It may be more than just the usual bad time-management this time though .Getting the material from outsource studio's might be an issue as well, with transportation being hindered severly.
