For me it has to be no doubt S3 Part 1 (Royal Government Arc). Not only is it underrated but I've heard people call it boring and/or the "only bad" part of the whole show. It has very probably the best action sequences in the entire show, one of the most interesting antagonists (Kenny) who has an amazing and plot relevant backstory and a really good arc in the time he is on screen. It also has elite character development for Historia. I think that a reason it is sometimes seen as inferior is because it is really different from all the other arcs of the story, like it feel somewhat self contained, but I still wouldn't know why that would be such a big problem.

Probably in the ending when Armin asks Eren why he did everything he did and Eren just says 'idk'. The whole ending is true peak comedy.

Eren didn't mean "I don't know why" literally...he states why at the very start of their conversation. It's not that he didn't know why he started it but that he doesn't know why he was driven to such great lengths to attain freedom, to the point he even got his friends involved. That's why the Grisha scene comes right after.

He didn't know why he wanted freedom?

Man, this is some high grade cope. Gonna need my hazmat suit for this.

he does know why and i just explained it...but if you fail to see the moral dilemma he's facing and why the course of action he took warrants more justification than just "muh freedom", then you're exactly who his ideological development in the finale served as a warning to

@voltwaffle Eren throughout the show tried to justify his actions in several ways, but ultimately the rumbling is a selfish and deeply personal choice. Eren is not doing this because he necessarly hates the rest of the world or because he wants to protect Paradis, he mostly wants to keep his friends safe and he wants to be "free". At the end of the journey he gets to a point where he can't lie to himself (or to others) anymore and he is left emotionally destroyed with the sheer guilt of the things he did, and because he knew why he wanted to make them (being free, friends, etc.), but not knowing why he is the way he is. Eren had an idea of how the world was going to look and when the world was the opposite of what he envisioned he basically tried to use the Rumbling has a way to impose his freedom and to tell the world that he could change it to whatever he wanted, at least somewhat subconsciously. It's not that Eren didn't know why he did what he did, is that he doesn't know why he is like this and how a person could justify doing such a thing and he hates that.

I agree yeah Uprising arc for the same reasons you mentioned. It also elevated Historia to be a great character carrying the momentum from season 2 but sadly the story neglected her after

Not sure if it‘s widely considered underrated but for me it‘s the S1 female titan arc.
The mystery surrounding the identity of the female titan gave AoT a whole new mystery/psychological aspect and the storytelling developed a lot from there. Besides that the animation of that arc was superb and really conveyed how sentient and aware the female titan is. The soundtrack is what truly settled this arc as my favorite, though: it‘s bombastic, discordantly, building up from ominous to chaotic. There‘s some very special tracks used in the female titan arc that are never heard again after that so they make the arc really stand out.
All in all it‘s a story arc that opened up so many more paths and possibilities for AoT and made people come up with the wildest theories and I just love it for that.

None of this is stated in the manga. You came up with this yourself to understand and justify the poor characterization in the manga. Kudos to you, but it doesn't help the manga. And even if everything you said was in the manga, the complete 180 done in the last chapter would still be disappointing.

S3 Ocean arc, I felt something greater than the Show when I saw a bunch of survivors seeing the cold and big mountain of water.
