Previously in episode 13, Mayushii was dying on August 13th around 8pm. In episode 19(this episode) she is dying August 16th around 8pm. I am guessing that since the timeline changed and the date of death is different... the Rounder Recruiters or FB probably recruited new people to kill Mayushii on the 16th. Moeka was planned to kill Mayushii on the 13th, but once the timeline changed due to previous episode's time paradox repairs(Feyris's dad, Ruka-chan's gender), Rounder Recruiter's plans changed as well. Moeka because useless because she wasn't needed to kill Mayushii on the 13th(and kidnap the rest of the lab members). 

In Episode 7... Episode 7 Moeka sends a D-Mail with her purple phone to her past selve's gray phone to July 30th. That D-Mail was assumed to be a message preventing Moeka from getting the purple phone... That was a lie. It was to take the IBN 5100 from the shrine and hide the IBN 5100 in a coin box. The Moeka from July 30th still got a new purple phone and still followed FB's orders so FB could use her when they wanted... but as explained earlier... FB did not use Moeka then it led to the scenes in episode 19 with an episode 19 version of Moeka instead of a episode 7 Moeka. 
When Okabe sends the D-Mails in this episode... they do work and are sent... but Moeka version episode 19 is brainwashed already and ignored Okabe's D-Mails. 

This show is super fun to research. Hope you enjoyed the explanation. :)

There is no such thing as "Rounder Recruitment association" (by this name), and FB is not a "Rounder Recruiter". He is a Rounder, who happens to be the leader of the Rounders in Akihabara

There are worldlines where Mayuri is not even dying from their attack, she just dies in a different way, so her death has nothing to do with the Rounders plans basically. They didn't "recruit new people".

Moeka didn't change her phone

Episode 19 has her use the gray phone when she was planning to jump off the roof. the rounder recruitment association was something I theorized because minute 16:10 of this episode says that FB is part of the rounder recruitment since it is the message's address.

During her flashback... Moeka was close to high school age when FB contacted her. She had a Gray phone back then. 
When she grew older and technology got newer, she got a purple square flip phone around July 30th 2010. 
This doesn't actually matter... because she could tell FB her new number or use the same number as her old phone. In episode 2 minute 15:26 she used the purple phone around July 30th 2010. In episode 7, she sends the D-Mail on August 3rd. She may have gotten a new phone right before meeting Okabe for the first time.

And you may be right about spitting facts about episodes 1-19... because Steins gate is weird. Technically episode 1 has a lot of proof that supports theories and stuff with the satellite and Makise getting stabbed and the D-Mail working before being invented... but those things aren't explained until farther in the show.
SOOOOOOO... Technically there may be proof about FB being the Leader of the Rounders in episodes 1-19... but that wasn't explained in episodes 1-19. If it was explained... please give me a time stamp please if you would.

Note that this is from the VN, the anime might have messed this up.

FB being the leader is just pure logic given how Moeka speaks about FB.
