Bleach's official twitter just posted Bleach tybw distribution information but I'm confused that it is for only Japan or worldwide.

The first part is just the Japanese tv stations, like AT-X and TV Tokyo.

The other is where it will be streamed in Japan, like on Amazon Prime, Disney+, and D-Anime store.

Exactly, VizMedia only distributes in North America, Central America and South America.
The VizMedia Europe division was sold to Crunchyroll in 2019 and VizMedia has never had a presence in Africa, Middle East and Oceania.
