Depends on what you mean by smartest. If we are talking raw intelligence and cognitive ability (excluding access to paths) then it’s Armin. But the reason I don’t consider him the smartest is the influence his emotions have on his composure and decision making. His emotionality is probably a plot device, because if he were as shrewd as Erwin while still possessing the same natural intelligence, season 2/3 onward would have gone much differently. But his emotional handicap is just so central to his character; because he is always aware of what the best decision would be without emotional considerations, it sets up this constant ethics of conviction (or ultimate ends) vs ethics of responsibility struggle that is fascinating to watch because it illustrates some of the ethical and ideological challenges that real world politicians and political thinkers must contend with.

I also consider Eren to be among the smartest, however, his thought processes suffer problems that plagued light yagami and some of the leaders of the Spanish inquisition. His conviction is so strong that he loses the ability to think rationally outside of his close ended goal. Okay so, so Eren kills everyone but eldians, now what? So Light eliminates every criminal on earth, now what? So Spain destroys all religions outside of Catholicism, now what? Is this the end of conflict on earth? Of course not. In all three of these examples, the “visionary” fails to account for human nature, the need for governance/domination, and humanities predisposition towards conflict. In short, Even is far too idealistic to the point where he becomes myopic in his worldview. He’s smart but doesn’t use those smarts outside of his pursuit of his single minded goal. There is also the fact that he was access to the world’s history at this fingertips via paths, and as such, he doesn’t have to theorize to the same to degree as other characters.

With all that being said, I would consider Erwin the smartest. He was Machiavellian without completely being devoid of passion. He took the will of others into account while also deliberating objectively with the information he had available to him. He made mistakes, but he learned from them, and while he always had his ultimate goal in mind like Eren, he wasn’t intractable in his approach. He is the most versatile leader in the series and probably the closest to what modern political thought considers the ideal leader.

I would have said Armin is in the top 3 if he hadn't degraded this much in the final season. He has been nothing but a disappointment in the final season....

Ok, don't get me wrong, I really like Eren so much, he may be my favourite character, but he did not express any extreme intellectual abilities. "Lmao, even some manga readers are going to argue that he is a dunce because of the ending"
