The TV anime is more faithful to the manga, but the OVA is better in every other way. The OVA has much better animation, better art, and the fight sequences are more fun to watch. I may be a bit biased since I grew up with the OVA, but I prefer the darker atmosphere and tone.

I completely agree with you on this! I personally think that the Part 3 anime is only okay and the Part 3 OVA is good! I enjoyed the Part 3 OVA much more than the Part 3 anime though the anime adaption did have more time to develop Polnareff as a better character. The OVA also has the best version of the DIO fight in my opinion.

The OVA is not a complete adaptation and it takes some liberties with the source material here and there so the TV version is better even though it doesn't look as good imo. Also the TV version has better music.
