Don't get me wrong, this topic isn't about whether the show is good or terrible. I actually find the show fairly decent and enjoyable. I'm still watching the series, see... but rather as the series goes on I've been noticing a glaring issue with the settings.

The plot supposed to take place where majority of population have quirks and less are quirkeless right? Then how come only heroes, villain and few of side/supporting characters are seen using quirks? The background characters aren't shown using quirks in daily lives or atleast use their quirk to defend themselves or get away when villain causes commotion. This issue just makes it feel as if the settings isn't real at all. What do you think?

That’s true but also most civilian quirks are really weak or just useless to use for example dekus mom quirk is pretty useless especially to defend you’re self

I don't know, but I remember that they said that you can't use your power without a license

Yeah, that's what's bugging me as well. We haven't met any quirkless people beside Deku and Melissa. This doesn't make any sense.

the different goveents of the world and espacialy tha japaneast goverment made it illigal to use your quirk without a licens so there is the meta LIBERAITION army to give people the freedom to use their quirks

I see... looks like my question that I just asked gets answered in the arc that is being teased to enter. Talk about coincidence lol. I don't consider this fact much of a spoiler since it doesn't really provide a twist on plot or anything. So thanks for answer. That's all.

think about deku’s parents quirks (pulling small objects towards them and breathing fire) neither of these quirks would really be useful in self defense and especially the breathing fire one (unless he did hero training) probably wouldn’t even be used in daily life. (Also that would mean that they would have to come up with concepts and art for even the insignificant civilians)

Depends on quirk, not all quirks are weak and useless, I'm sure there's mix of helpless and handy quirks in population.

That's why I think the settings is really causing some issues here, it makes me hard to believe what the setting is supposed to be. The setting could've used some guys with very generic powers in population like super strength, like people on construction or shipping company able to lift very heavy stuff or items of massive size. Or atleast change some other people's appearance like different skin color or add a fur on population. Weve seen this in series like dbz before. But based on TheGeekSquade said the creator seems to have come up with an excuse...

Because every important character is a hero or a villain.

This is a better question. 80% of population have quirks. At the beging of the first season it is strange for Izuku's classmates, that he hasn't got any quirks. But knowing a person within 20% of population is not strange.
