Mahou sensei Negima has some amazing character development all around. One of the manga that gives the most development to its support cast ImO.

I loved the development of both Yano and Nanami on "Bokura ga ita". Hope you can give it a try. :D

Try Zetman.

It's a "hidden" gem by one of my favorite manga-kas (did I's, Ichigo 100%) and it's a massive change of pace from anything else he's ever done. I strongly recommend it. Only downside is that translation seems to be erratic and pretty bad as you get to the latest chapters.

I second Houseki no Kuni, definitely best development of characters I've seen in manga so far. Especially MC's.

It has some of the best character development among all manga that I have ever read.
It might also be a hidden gem.

A hidden gem for me is ATELIER OF THE WITCH HAT

Twin Spica is a hidden gem that has some great character development and it's fairly enjoyable to read through each time.

Well the hidden gem for me is Kengan Ashura. It is relatively unknown but it has some of the best fights and one of the best art styles that I have seen. I have read it like 10 times and I am planning on reading it again. The main character in Kengan Ashura and its sequel Kengan Omega has a very decent amount of character development. Same goes for many of its characters.

There's a reason why everyone is saying houseki no kuni, the mc Phosphophyllite has development throughout the story unmatched by any other character. To the point where her character at the start and her character at the end are two completely different characters, but the journey they take to get there is logical and makes complete sense.

If I had to say one that hasn't been said then thorfinn from vinland saga, the slave arc in the manga is one of my all time favorites because of his development.

Neon Genesis Evangelion, the character development is very subtle for many people though. After watching and reading, some people even say ''There is no character development in Evangelion'' lol and they are very wrong...
