Is this a recap of a 12-24 episode anime?

This movie had potential. A lot of potential. But it seems rushed and it seemed to skip a lot of parts. Kind of like how season recaps are done as a movie. Is that what happened here?

Yeah, I thought the same thing- The movie seemed wierdly-paced, so I assumed "oh, it's probably a recap movie for a series". But then I found out no such series exists.

But, I think they SHOULD have made the story into a short series; The animation was great, but the story was too weak to sustain a 2 hr movie. But it'd be enough, if it was broken up into 20m chunks. They should have just made this a 1 cour series- or even shorter.

A 2 hr movie could be a 6x20m short series, with zero new footage. And for a short serie like that, the quality of animation could carry the show, and viewers don't expect much story from a short series, like they do with a movie- esp one two hours long.
