First off because the attractor field makes some events happen in every worldlines
That explains why Maho appears in the drama CDs that takes place in the Steins Gate worldline after the events of the original game

Some were made after the Steins;Gate 0 game or drama CD's. those include new characters such as Maho and even Amadeus I think.

The drama CD's themselves explain that their story are hypothetical, I'm not sure they could be considered canon, especially because some that would supposedly take place in the Steins Gate worldline in 2011/2012 happen to have Suzuha as a character.

Those particular Drama CD's I was talking about are solely based to show how Okabe would meet Maho in the Steins Gate worldline. I think this story is meant to reassure us, to show us that the attractor field would make Okabe meet the characters "exclusive" to SG0, even in the Steins Gate worldline.
