I'm so damn sick and tired of male characters not knowing anything about women and being completely clueless about how they feel, Can I get a male character who knows exactly what to say all if not 90% of the time to get the girl, or can I get an anime where the character is bold and isn't afraid to kiss a girl at the right moments and be a smooth mofo! Maybe even insinuate that my man got some! also on a side note, any animes similar to Night Raid, Blood lad, or maybe an anime about a sniper (not golgo 13 but it was very good, or darker than black, or black lagoon)

ef - A Tale of Memories (I haven't seen this in 2 years, so I may be wrong)
And try Nozoki Ana, even though it's a manga...well there is an OVA adaptation.

Bakemonogatari: One of the greatest anime series of all time for me. Arararagi and Senjougahara are just too damn perfect for each other.

Does it count if they blatantly ignore the person who loves them?

Anyways:
Kaichou wa Maid-sama
Kobato
Mirai Nikki(lol)
Special A

One of those does not belong.

Kami nomi zo Shiru Sekai
This is the anime you want, a main character who isn't afraid to kiss a lady, our main character is a dating game master, and the anime is about applying his dating game knowledge (Which works really well sometimes) to girls in real life.
Highly recommend
My Rating: 9/10
Third Season 10/10

School Days
Makoto, learns how to get a girl, and then precedes to ruin his life by using his new found skill. Entertaining, but the MC is a piece of garbage. But what can I say,

Yosuga no Sora
Same concept as above, but the MC isn't nearly as bad as Makoto.

Seitokai no Ichizon. It's not that Ken is oblivious, he just doesn't care half the time.

Denying this,

Imo although he isn't always completely aware but his "obliviousness" made him more human and gave him more character. By that I mean he isn't telepathic but he readily picks up cues from holo and has his own charismatic side (which develops as he grows more confident through the series), but like any human he misses the more subtle hints which can be expected since he is just a normal human. or I just really like spice and wolf hahaha

Kare kano (this is a great romance anime where the guy isn't a total idiot when it comes to her. Their relationship continues to grow because of their communication and their physical relationship also grows)
"People die if they get killed" who knew.

5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

Scratch the fifth point, it's not very relevant...

Yes there are moments where you will bang your head because of how he reacts, but the relationship involves A LOT of teasing so some is understandable.

One that pops straight to my mind is Grisaia no Kajitsu . The main guy is bold and he is secretly a sniper. Don't wanna give out spoilers just watch it!

mentioned earlier but in case you missed it or skipped it, Kaichou wa Maid Sama is the closest anime matching your request by far. He is like super talented at absolutely everything including studies, sports, looks, not being dense. Teases the heck out of the girl, but has eyes only for her.

Theres also I guess

Ginban Kaleidoscope - very obscure recommendation here. While he doesn't really pursue or anything, there's no moment where you feel he is dense or missing obvious hints. Helps the girl a ton and they become very close.

Busou Renkin - While he is the typical naive hotheaded shounen lead charging into fights, is not dense and naive when it comes to the romance aspect. Not even labelled as romance but theres plenty in my opinion.

Sword Art Online - probably already seen this but on the off chance you haven't it needs no introduction and definitely fits.

Sukitte Ii Na Yo - he manages to get the girl on the first episode, pretty sure this fits.
