I'm beginning to think that the world building in this manga is a bit mediocre; characters get introduced, then they don't appear for like an entire volume. Then, somehow nobody realizes about people randomly dying and right now seemingly nobody cares about a lot of people pretty much disappearing. It's not too believable.
Pretend there's something flashy and cool here.

I mean "nobody realizes" because police department, government, media, corporations, even small cults are controlled by Delta.

low key political but current situation in Palestine is good example of that, most people especially those who aren't "terminally online" have no clue what's going on in Gaza. At least in my country mainstream media basically aren't talking at all about Palestine, how many dead, etc. and in real world we don't have "shadow government".

@Nieznajomy43 Everyone here talks about Gaza, everyone knows pretty well what's going on, and even in this world, those who might be "terminally-online" are completely unaware of what's going on. Do you really mean to tell me that dozens of people have a family member fucking die or disappear and just nobody questions anything? Even if you tell me that Delta controls everything, it clearly seems far-fetched and unrealistic, considering that they can apparently attain world control but can't properly fight off a few enemies without suffering massive loses, not to mention that they're basically going "if we don't do anything about this we'll fucking die".

I think the writing is lazy.

And also, there's enough reason to believe that there's some degree of a shadow government in various places; from central banks, state-supported billionaires, religious entities and else. As Sowell pretty clearly stated: "The government doesn't have the people's interests at heart, it has its own interests", which means that those in power use the state to, principally, further their own interests.
Pretend there's something flashy and cool here.

I will be honest with you mate, most people don't know what's going on in Gaza, just because there are protest and people talk about it on twitter doesn't mean most people know or how severe it is. Obviously in muslim and arab countries people are aware, but in Europe and US? Definitely less.
Also "shadow government" means that it's goverming in secret (from the shadows), like illuminati type of shit. Banks, billionaires, religious entities, etc. are doing this more or less openly, most people just don't care, accepted or are oblivious to it.


Additionally Delta is more competent and less individualistic in their goals, so they can hide their existence far better. Someone from Delta could reveal existence of Delta to the world but then what next? this person would run own of energy without access to Delta or be killed and someone wearing the same suit would say it was just the prank.
Thanks to controlling media and police they can hide death/disappearance of a lot of people very easily (eg. without media informing about people dying and getting sick from covid would you realize how big this is an issue?). In other cases (like "hulk" fight) they can claim it was CGI or publicity stunt, a lot of people would believe this and eventually it would be forgotten.

Delta for now overall has 3 major issues
1. They have limited resources and range so they can't start all out war or manhunt.
2. They recently just learned about Nemesis.
3. And overall arrogance, underestimate enemy and willingness to send their own people on suicide mission.
