What does it even mean when people say Ecchi needs to be done tastefully?

No idea. It's oxymoronic, emphasis on the "moronic" part. I've seen so many reviews on ecchi series talking about how an ecchi series is too focused on fanservice, or how the ecchi scenes go too far, things along those lines. You might as well be complaining that water is too wet.

I noticed that a couple ecchi shows that had relatively high scores in the past for an ecchi series, Monster Musume and Keijo with 8 exclamation points (Monster Musume I think being higher) now have a score lower than 7. And looking at the reviews, the negatative ones kinda just boil down to that. Expecting more from series that clearly weren't focused on that. I mean, how much plot or character development do you expect from a show about smashing tna together or a show about monster collecting if the tagline was "gotta fuck em all"?

You can't have tastefulness and ecchi at the same time. It's like asking for hentai without any explicit scenes.

Ecchi or fan service shouldn't distract from the overall plot or narrative.

A good example of this is Fire Force. MANY times in this show there's a serious scene or intense fight, and randomly out of the blue, a character will just be half naked for no reason. It completely distracts from the actual story and really downplays the seriousness of some scenes.

There are some show's however that do it very well. Seamlessly incorporating both ecchi elements and plot. Monogatari, Kill la Kill, and Mushoku Tensei are all great examples. These shows incorporate fan service in a way that's meaningful to the plot and doesn't distract from the seriousness of the show. This would be considered to be "tasteful."

There are also shows like DxD or MonMusu, which are entirely based around fan service and ecchi comedy. These are also generally fine, because you can't really be "distasteful" if that's what the entire show it about.

Also, it's untasteful when a character acts in a way that is very uncharacteristic for her (or him) just for the sake of fan service. It's jarring and takes out of the immersion
