As far as resources go: I've been pretty good about linking to who makes the brushes, C4D and stock images I've used over the past several years, so feel free to look though all of what I've posted and go though their DeviantArt pages to get what they're still offering, provided that they're still around since some of them left the site within the fourteen years that I've been doing this. Also, I do use whatever "abstract wallpapers" that catch my eye when looking for them though Google Images.
As for cut-outs, you're better off doing it yourself by learning how to use the pen tool; bonus points if you go the extra mile and learn how to use Illustrator for some vector tracing.
The best tutorial that I'm willing to offer these days is to occasionally let people download a .psd for the purposes of people getting a semblance as to how I use clipping masks, blending options, gradient maps, gaussian blur, smart sharpen, and adjustment layers such as curves, color balance and invert. That said, keep in mind the the color palette that you start off with most likely won't be the one that you finish with.
And, if you're trying to get things out at my preferred resolution (5120 x 2160), get waifu2x-caffe for upscaling things that are almost but not quite at 2160p.
