during this episode? I just finished the series but still,

timeline shifting is a random process I don't think it has any thing to why it's just a coincidence. why does a timeline shift than that is due to the butterfly effect.

Worldline shifts are due to time travel. I'm pretty sure the Beta timeline changes to Alpha due to the time travel experiments by Russia. SERN might have been involved since Alpha timeline always converges into dystopian future where Kurisu is alive.

Ok but, shouldn’t the timeline change again after okabe come back in the beta timeline? I mean, he went back to beta timeline but didn’t stop Russia experiment with that message.

Okabe doesn't need to stop any American/Russian time travel experiment when he's in the Alpha worldline though. The only way to get back to Beta is to delete 1st DMail from SERN's database.

Ah, in short, time machine meddling in Russia. It was foreshadowed on the news with a headline that said something like “earthquakes in Russia”. It was explained later when Kyouma realizes those “earthquakes” were time machine experiments that caused a worldline shift. It was pretty minor overall imo; I think they just wanted a reason for him to be able to talk to real Kurisu again and compare worldlines.
