Why don’t they show the background characters eyes? They only show the main cast but no one else’s. It was a bit scary....

There are a lot of animation styles like that and I think they do that to highlight the main characters and the characters that play a part in the anime so if you ever see someone who does have eyes you can expect them to play a role later on in the anime.

I'm assuming since the author of this anime was originally a doujin artist he must have tried to do that with other characters, if you know what I mean.

It's an indication, that those character are irrelevant.
Also, saving effort and budget.

What they said it saves money but also someone pointed out the artist started with Lewd stuff and in that most background characters don’t have there eyes drawn

Most likely just to save budget since bg characters don’t really need to be that detailed at all.

Probably to show that they're irrelevant.

I’m guessing it was to show that they’re not really important to the story

They're not important so it's just a way of denoting the importance of the protagonists. Funny enough Love is War has an arc with Ishigami and the cheer squad who are all eyeless characters. By the end of the arc Ishigami comes to care for them and the cheer squads eyes appear. It's cool symbolism.

Because they probably just wanna highlight the main character and how he sees everyone else

In Japan many are born without eyes, thus to increase the detail and quality of this anime they chose to replicate the real world by adding these eyeless background characters. #truestory
