The term "arc" is not used exclusively in long-running or episodic animes (or shows for that matter, doesn't even have to be anime). An arc, in my understanding, is the "ministory" that may or may not be related to the over-arcing story inside the series; when the main characters run into trouble and starts to do something about it. In these arcs, the story may or may not progress and characters may or may not develop. An arc may end but it does not necessarily mean that the story in its entirety would end. In Kimi no iru Machi's case, the over-arcing story would be Haruto's love story (which we later find out is him and Yuzuki's relationship and the trials and tribulations the go through). The arcs would be when Haruto had to choose between Kanzaki and Yuzuki, finding out if Yuzuki really meant to go back to Tokyo (yes, the "Tokyo arc"), Yuzuki's sister Rin being overly abusive, Yuzuki having enough and moves out of their house, to name a few. Visual novels (Clannad, Angel Beats!, I don't know a lot) are practically fueled by arcs. When an arc does not forward the story or does not follow the overall theme of the show (because there are shows out there that don't really have a story), they are classified as "fillers" or "non-canon".

For your number 2, I'll share you my number 1 criterion for a good show; shock value. Plot twists are my life blood. When everything in a story is being wonderfully executed (pacing is nice, development of the story is wonderful, character interactions and development are smooth-sailing), when I feel a build-up coming and like a sudden gust of wind, lays down a plot twist on my face, that, to me, takes a story from being very good to excellent. With that said, When the aforementioned Tokyo arc ended, the stakes got lower and lower. Their lives began to be stable and in turn made the story stale. Quoting my review, Kimi no Iru Machi had a strong sense of reality and the ending of the Tokyo arc was perfect for me (he chose to be with Yuzuki despite not meeting with his friends ever again, his CHILDHOOD FRIENDS. That's something.)

I'm not saying that your opinion is wrong and I will do everything in my power to get you by my side (that's your opinion man), I'm just ratifying what I said in my review because that's what I felt back then and I still stand by it.
