Yuji does care though. You have to see it from his perspective. Flame Hazes are simple tools that are used to keep the balance of the worlds safe but as Yuji said in this very episode

Thinking about all Yuji has been through you can see from his perspective its just an endless war with Flame Hazes dying for no reason
This war has lasted for several centuries after all. By changing the status quo he can bring forth a better world


Id say killing the few to achieve the greater goal for all is completely justified, especially when those involved would die from the current war anyway regardless of the Grand Order or not

- No, there can't be peace, we need to fight because you are bad.

So they are basically waging war for sake of war right now, flame hazes has no other purpose. Head-nun was shining example of that, desparately trying to persuade her fighters to not desert the battlefield. Actually, Shana is probably even worse. In the end both sides are the same (tomogaras against other tomogaras).

Still, whole plan has lots of flaws:
1) flame hazes has contract with "good" tomogaras, they either need to leave too or there won't be any peace on Earth as some tomogaras stays.
2) Alalstor returned like nothing has happened. What was his goal? - to set Shana free by awaking the snake? Why is Shana ok with what he set in motion and AT THE SAME TIME still continues to fight against Yuji's armies? Unrestricted spell 'love' from the last episode where she is forcing her feeling onto someone else really show she still understood nothing. Why Yuji haven't asked her to join his side instead? She knows she needs to destroy him but don't really knows why, what a laughable situation.
3) Yuji speech was still bullshit because he acts as he cares while giving reason to slaughter the enemies. Also, dunno how he works with Great god in his head and whether he has any plan but I'm pretty sure he won't be able to hide any future possible betrayal thoughts from him.

It's a big mess and nothing really makes any sense. Whole war serves no purpose and have to say a liked S1 or S2 self-contained stories of personal loss and sacrifice a lot more. The series should never turn into this stupidity. The last episode of S2 where Yuji nonsensically left to join the enemies was the beginning of downfall for this show. All of this season feels like desperate attempt for some sort of final conclusion but whole series crumbled to pieces instead.

Flame Haze fundamentally are not opposed to Xanadu. This is the first time they have heard of it and they have literally no idea how Snake of the Festival will accomplish it. Power of Existence is required to do anything. Friagne was required to level all of Misaki City just to make Marianne not a Rinne anymore so imagine how much Power of Existence is required to create Xanadu, a copy of an entire world.

1. There is no "good" and "bad" Denizens. There are only ones contracted to Flame Haze that don't require Power of Existence to survive, and those who need to devour humans to obtain the power to survive. Your point is addressed later as well.
2. Alastor didn't do a single thing and only observed so this point about him is mute. Yuuji knows Shana would never join him so he doesn't ask. Shana literally said in episode 12 that she won't destroy him, pay attention.
3. He does care about the state of the world since season 1. He does have a plan that even goes beyond Snake of the Festival. Don't know what you mean by "future possible betrayal thoughts", he is only with Snake of the Festival because he is the God of Creation and is the only being capable of doing what he needs.

Eh no
The Flame Haze who think they should still fight just arent convinced by what Snake of the Festival says since they dont believe what he is saying as they currently can't evaluate the facts in the middle of a battle field

The Tomogaras who form contracts with humans dont cause imbalance though so theoretically they dont need to leave as long as they still in contract with their human partner

There is so much wrong in this part I need to question if you ever pay attention when watching this season or any part of the show honestly

So Alastor didnt awaken Hebi's real body. He traveled with them to gather intel from the inside. He hasn't helped them at all in anyway
Yuji asked for Shana to join him literally the episode right before this and she said no
She knows the reason why she should. She said because Snake of the Festival has so much power his presence alone could cause chaos but she loves Yuji so she will find another way as she said

Just look at his facial expressions as he is thinking for himself


He just believes his plan servers a higher purpose to better the future of the world in which his family and friends will be safe from this conflict

Finally snake of the festival's plan is revealed. It makes sense actually but to have no drawbacks is much too convenient. I am with Shana in thinking that something still feels off.
4 gods of motherland. I am guessing they are particularly strong flame hazes. Why their ambitions differ from others is still unknown.
The snake destroyed the morale of all flame hazes with just that speech. Now they are getting slaughtered.

Yeah, I remember his post from way back S2. It was already halfway in the season and he still thought that Yuuji and Shana are still stuck inside that dream sequence when it was already over by ep. 2-3 lol.

Anyway,

I'm with Yuji on this one. Everything makes sense now.

I must say, despite the grand scale of what's happening, I find this season uninteresting compared to S1/S2. At least it's starting to make sense. We'll see how they conclude this. Hopefully, they'll reach a believable compromise. Shana and Yuji romance is still quite touching whenever it happens.

Hmm... Yuuji should've ordered the denizens to stop attacking the hazes. If he really wanted them to surrender.
