Wasn't it already revealed that Hatohara was in the neighborhood? Or is this supposed to be a revelation only to Ema? Either way, glad Ninomiya is finally bringing it up.

I did not even remember this Hatohara character. So I looked her up and she first appeared in a flashback eight years ago. This arc has gone on so long that I had forgotten she was the one who took Chika’s brother to the neighborhood. But why is this portrayed as a shocking development when it seems it was revealed in her first appearance?

It's a revelation to Ema, because the fact that Hatohara is in the neighborhood is top secret information. Ema always had beef with Ninomiya, largely due to his misconceptions which were brought to further attention in the chapter, so it'll be interesting to see how this gets resolved + what new information us readers will get.
