Since a lot of people keep saying that the OPM have a huge budget, so Chikashi Kubota the Chief Animation Director of OPM said they don't have a big budget but an average one and is well animated mostly due the passionate animators.

I could never understand this concept. You need money to pay the staff, they aren't going to use 100% of their talent if the are getting payed sufficiently. Nor can they animate to their full ability with a low budget to work with.

What he means is that having a good budget doesn't automatically mean that a show will look good. There are other factors such as time, staff size and talent, management... that will affect the quality of the anime.
It also doesn't mean that having a bad/average budget doesn't mean that a show will look bad which is the case here as OPM's budget is average but still is one of the best shows this year animation wise.

^it' not bad, it's just that there wasn't much action scenes to animate.
Sonic hopping around at non visible speed isn't exactly animation worthy.

Agreed. If next week, though, the animation for the parring session isn't back to the excellent standards, I'll be a bit worried for the future fights.
5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

Scratch the fifth point, it's not very relevant...

There wasn't pretty much anything worth great animation, tho its was still godly.
Did you see how smooth Licence-less Rider got off his bike? When Hammerhead punched Saitama was more impactful and awesome than the manga...and Sonic's fights? purely beautiful.

The animation in Naruto vs Pain is great though it is just Wakabayashi style.

Epiosde 4 of OPM also had a great animation if anything episode 5 will probably be a downgrade because it will be outsourced.

lol i know right, i cannot believe people think episode 4 has crap animation even though there are lots of sakuga scenes like when Licenseless Rider get off his bike and set it aside

anyway they are doing digital animation for One Punch Man instead of drawing on paper

You know, this is why I dislike a fair bit of the OPM fanbase.

I NEVER STATED THAT THE ANIMATION WAS SHIT. Stop jumping to conclusions.

I was comparing it to the other episodes, which in their own right, were Godly. The episodes animation wasn't as great as the others were.

Also, none of you guys give respect to the animators themselves. You're only like "hurr durr Madhouse masterrace" and shit along those lines. When in truth, the reason why the animation is so Godly is because they borrowed animators from other studios (such as Naoki Kobayashi - Naruto Shippuden, Pierrot) for example. Episode 3 also borrowed a Bones regular animator as well (his name skips my mind).

Just to flesh this out, let me copy paste this post by Canipa09 from reddit on this subject.

Okay! So, here's a list of the big animation names within One Punch Man Episode 4.
The animation director this time around is Gundam Build Fighters chief mecha animator, Se Jun Kim. His effects work is incredibly elaborate and flashy and he also worked as a key animator on the project himself.
Oda Gosei is back again. Remember that fight with the Brothers with the super fluid animation? That was him. You may also know his work from Space Dandy and Xam'd.
Toshiyuki Sato is back too, in this reunion episode of One Punch Man! He's an animator known for his work on Yozakura Quartet, Yuru Yuri and (like everyone else) Space Dandy. He also did the best cuts from Episode 3 where Genos fought Beetle Dude. (Forgot his name)
Toda Mai is an action animator primarily known for his work on Code;Breaker, with this cut standing out as a great example of his work.
Kameda Yoshimichi is here to stay, it looks like! I've spoken about him before in these posts, but the best point of reference is that underdweller fight from episode 1. The really cool one.. Yeah, he's back for Episode 4!
Norifumi Kugai is here too! It definitely looks like Shingo Natsume's star cast are here to stay and it's great to see Kugai again. For reference, he was an animator on Space Dandy and he worked on the second part of the underdweller fight.
EDIT:
Yuuki Watanabe. I saw this name in the translated credits but I assumed it must be a different one. Yeah, turns out it is the same guy. This is a Doga Kobo animator as part of the Love Lab/YuruYuri/Plastic Memories etc. team. If there's one thing about that team, it's their unmatched character animation work that kind of excels beyond anyone else in the industry. So... it looks like he's on One Punch Man. I'd say that was a surprise, but this staff is crazy right now.
Once again, very very light on Madhouse staff. Less than Episode 3 again. Definitely a project that should be attributed to the names above rather than the faceless "Madhouse did great animation on One Punch Man". Most animators are free lancers and most of the studio "borrow" them too just because an animator worked in bones show doesn't mean he is employed there, the only studio who use in-house animators is KyoAni

I don't know about other people, but I don't really want to look the animators for every episode I watch up just so I can give them respect on MAL. I simply see Madhouse as the anime studio doing a good job once again, so I praise Madhouse for their good work. If I like my new AMD graphics card I don't look up the name of the guy who designed the chip, AMD gets the credit because they paid for his work.
