- 8 or 16 GB RAM
- 256/512 GB Crucial MX100 or 240/480GB Samsung 840 Evo (with Samsung SSD 840 EVO Performance Restoration Software; more info:

- if you can afford it: Intel i7 4790K + Z97 Motherboard. Else: Xeon 1231v3 + H97 Motherboard + a dedicated graphics card (you can just use your old one or at least buy something around R7 270(X) or Nvidia 750 ti/760) or AMD FX 8320 with a board which supports it and/or a good top-blow cooler

- get a decent PSU around 450-550W, from a market name like Corsair or Sea Sonic for example, with at least 5 years guarantee and 80+gold

- everything else depends on your budget and what you say you really need: for example, if you need more space, get additional HDD, but lower SSD size or none at all, if you don't have much money. However, I would still recommend getting at least the 120/128GB of either Crucial or Samsung SSD.
It's a good investment in not having to wait that long whenever you want to do something on your computer.

If you need better graphics card, get a better one. If not, test whether your current one and/or the integrated graphics is sufficient for you.
Of course, you could also build a PC with 4GB RAM, but I would at the very least go for 8GB or better: 16GB to have more reserves. If you go for 16GB, you'll most likely buy two 8GB dims in a kit, so whenever you'd need to stock up, you could easily go for 32GB instead of having wasted 2 slots for only 4GB.
Because the CPU and Motherboard and PSU is most-likely to be lasting for a long time in performance, it's better imho to invest for a better CPU, a decent enough motherboard and a qualitative PSU, in case you don't want to have your rig fried right away.

That Xeon processor won't run anymore faster than a Core i7 4790k, and it would be pointless to shove it on a motherboard with only one CPU socket.

It's true that with the latest generation, there's a higher difference in stock frequences between a middle class i7 and a middle class Xeon E3 1230(1) vX, but it's still a viable alternative in case there's a need for the additional threads, which I assumed to be the case when I read "photoshop". A simple quad core CPU might limit in these kind of user scenarios.
Also, you don't have to use registered RAM and it's better to use normal DDR3 on normal boards (don't know whether registered ones will work, too, but I do know that these types of middle class Xeons work with normal RAM on the corresponding HX7 boards).

While the graphics card in your setup has a good price-performance ratio, I would label it as overkill.
In my opinion, it's better to save that money for a better CPU.

About the SSD, it's always better imho to buy from a manufacturer, which also produces the NAND themselves. I don't know whether that would also apply for the Adata SSD, but it's certainly for Cruical and Samsung, that they're using NAND they've produced themselves leading to a better quality usually.

The PSU is too oversized and for that price, even if we were to exclude the promo, it would seem as something with a low quality.

Last but not least: if the OP already has Windows 7 or 8/8.1, there's no need to buy a new OS, but he or she can use his old license on his new computer instead.

With Photoshop, I would at least invest ~250$ for a longer-lasting CPU in terms of multi-threaded performance. Adding 8 or 16GB of RAM and a decently sized SSD for convenience and it will be already over the 400$ built.

Of course I'm not saying that you can't have a decent enough built in that price range, but if you have a few hundreds dollar to spare, better use it for the things that limits your usage, in this example:
get a better and/or more threaded CPU, more RAM and a SSD as opposed to concentrating mostly on the graphics card for a gaming computer.

Not true, the E3-1230 VX has been one of the most popular general purpose desktop CPU out there. At just ~$200 (tray), it offers 4 cores with HT at 3.5-3.7GHz, which, unlike the i5, offers a good balance between single and multithreaded performance very suitable for users that play games and use demanding software who prefer stability and lower power consumption. Now, no one ever said it would be faster than a 4790K, same chip with lower multiplier, of course not, but given the $130 price difference, it shouldn't either. As for CPU configuration, the Xeon E3 series only support 1 CPU per motherboard, you can tell by looking at the thousand digit (1231 V3), or by some common sense, why would the 2643 sell at all?

What Operating System are you currently using? If you already have Windows 7 or Windows 8/8.1, you can skip it from the list.

You can also make adjustments to the storage like removing the HDD if it's enough space or adding 1TB Samsung Evo instead or lower SSD size, but more HDDs, etc.
This is assuming you have enough space on the 512GB SSD for all your programs, games and files you're currently working with, while you store your project files and other important data on the HDD.

About the video card, you could leave it out and test with the integrated graphics first, whether that would be sufficient for you.

Anything you save, you could invest in some good screens or other peripheral extras or additional RAM in case 16GB wouldn't be enough for your work.
