Like the title says, why this special is labeled as sequel?

This episode happens some time after the finale, but BEFORE of Ryuuko, Mako and Satsuki date. In other words, in the Kill la Kill timeline, this episode ends before the ending of last episode. So, this episode is a side story, not a sequel.

I guess you're right in that sense.

This episode should really be labeled as a Special or an OVA. I don't think you have to worry about the scene of Ryuuko, Mako and Satsuki date conflicting with the timeline because the animators added it to give peace to the viewers (just think of it as an epilogue). Then this episode happens before the epilogue but after the whole Raygo incident.

Don't lose your way with the technical details ;)

I would say mostly because it's technically the 25th episode of the series. It you watch it in sequence, it does make sense in the advancement of the narrative, but MAL's system of entries would put this special as an entirely different entry. It does seem a bit out of place as a sequel, but writing things out of order is something that some writers occasionally pull off.
