Why a ratman anime adaptation cannot be made?

When the ratman manga ended i thought there is going to be an anime adaptation coming but it isn't it left me wonder why? Is it because people don't want to hear a story about "bad guys" are really heroes while the " heroes" are really villains or is it is as if they dont like the story ? tell me.

With the popularity of One Punch Man, there may still be hope of getting another awesome superhero comedy. At least, I still have hope!

I think another way to look at this is in a time where we have One Punch Man and My Hero Academia, what does this offer that those don't and how much merchandise can we make and sell with this licences? that what I'll would be asking if I was an investor shown this IP from the late 2000's and early 2010's.
