Tokyo aired Aoki Hagane FOUR DAYS (!!) after Osaka and overseas fans get their anime from the earliest broadcast which is the Osaka broadcast, and from my observation, new episode boost is substantially stronger after Tokyo broadcast than after Osaka broadcast.

Episode 10 wasn't "halfway decent self-contained episode". It wasn't halfway decent - it was a masterpiece. What's more, setting tastes aside, you are factually wrong saying it was self-contained. No. Episode 10 was connected to rest of the show much more than any other single episode.

Episode 10 is huge because thanks to it, previous episodes started making sense.
