Emh, i'm sorry but >.< Chibi charas cant be claimed anymore :/ and anyway the pic woudln't have been accepted either, since he's famous enough to have better halloween-ish pic and his costume is not full-body dressed!
ps: of course having 1000+ bonus u can claim a third chara but it must be "normal" and not chibi!
