Okay, i really want to watch animes with good character designs, be it old or new, any genre as long as it's not ecchi, yuri, yaoi, shonen-ai, shoujou-ai, hentai or anything along those lines. Please look at my animelist to know what not to recommend :D

*oh and, i want anime that doesn't take too much space from my hard disk so about 13-30 episodes would be fine and, animes that finished airing after year 2000 would also be fine :D thanks!

Some animes that I think has a good art style. But I don't really know your preferences or what you mean by "good art" so I'm not sure if you'll like them:

I second that, and recommend I.G.'s works to you. Check them out, all of them: GitS, Appleseed, Blood series, and Le Chevalier d'Eon.

Anime:
- Baccano!
- Ergo Proxy (although, the art quality somewhat goes down closer to the end)
- Fate/Stay Night
- Haibane Renmei
- Natsume Yuujinchou
- Seirei no Moribito

Manga:
- Alichino
- Clover (possibly the most artistic manga I've seen in terms of design, page layout, etc.)
- Kuroshitsuji (I see you've already watched the anime, but the manga has a different overarching plot and is a lot darker)

What? D.Gray-man? Are we talking about the same manga? Sure when Hoshino sensei is not bored she can draw some nice looking characters but half of the time the thing is a mess. Especially the fight scenes are impossible to understand. Lot's of chapters it's difficult to understand the plot perfectly just because the art was a mess. That's not something to suggest for such a request.

That's not something to suggest for such a request.

To be honest, I wavered on suggesting DGM simply because the battle scenes are difficult to decipher. Otherwise, I find the designs and level of detail are much more creative and intensive than other shounen series such as, say, Naruto. Or perhaps it's just a matter of personal taste? I, for one, am not a big fan of Claymore's art - the proportions of the human characteristics are, more often than not, off, although I will admit that there is a high level of detail in Claymore's art that is lacking in other series.

Seconding KnK (Although I found it to drop severely in animation quality from the first to the fifth.), GitS (especially SaC, probably the best animation in any TV series I've seen), Texhnolyze, Ergo Proxy, Haibane Renmei, and Claymore and Berserk for manga.

If want to see very high quality animation, but also very different go with Gankutsou-The Count Of Monte Cristo.

Pandora Hearts - not at first, 6-10 chapters in the art gets much better.
Tegami Bachi - seeing it in print is the best.

Nurarihyon no Mago - the artist is very good at larger spreads and basic ink drawings.

Kuroshitsuji - The costume designs in particular.

Try Bakemonogatari its still airing but the animation/art is very unique and looks similar to alot of anime you like.
