Iris As A Pilot

I'm up to episode 14 and I can't understand one thing: why does Iris get to choose whether she pilots a Kobu? She's a member of the Brigade; isn't piloting a Kobu and fighting mandatory?

If it gets explained later in the series, please tell me. 'Cos right now I can't think of any good reason except for she's too young, but if she's too young she shouldn't be a member of the Brigade to begin with. It's not like they're using her psychic powers for anything else. :/
