This is just my personal view after watching the first episode.

It felt like it was a mish mash of everything. It was like they were trying to do everything. The first episode progressed very quickly and I felt that an extra 10min would have been better for the anime to set the scene. The fight scenes were good as they used many angles but the story just seems too far out. It felt like a parallel prequel to Chobits.
There was a little cuteness here and there but not everything was clarified.

Imagine watching OnePiece for the first time, Luffy is introduced and suddenly the rest read more

This isn't going to be a spoiler but given the description it might as well be.

This short series is nothing but the ultimate of anime cliches. It had the poor boy who wanted to be the best. The super-secret weapon that escapes. The boy finds this weapon. The weapon loses it's memory. Weapon and boy become friends. The weapon goes loses control and everyone is afraid of it. Then the shop keeper who used to work at this top secret facility knows all about this weapon. This weapon is part of a larger top-secret weapon. Oh read more

Recommendations

Anime: Kidou Tenshi Angelic Layer
Both shows are about 15 cm (roughly) tall robots and some form of tournament battles. You get to customize and train your companion while fighting against various kinds of opponents in normal or tournament style battles. Both main characters start in a near similar fashion working their way to the top. I find this to be the most appropriate Anime to recommend when watching Moon Angel.

Main difference however is ammunition is live and Shinki's have full A.I when compared with "Angel" who need platforms to battle. Rest is similar.

Anime: Rozen Maiden
Although the premise and genre are different, when I watched Busou Shinki Moon Angel I was immediately reminded of Rozen Maiden. In both anime we have some kind of toy that approaches a hikikomori kid and somehow helps him socialize and build confidence. Shinku and Kaguya are also very similar in appearance (blue-eyed blondes with long hair) and the same is true for Jun and Tsubasa. They also have the master-servant relationship, though in Rozen Maiden it's much more complicated.

Anime: IS: Infinite Stratos
IS and moon angel have similar battle suits

Anime: Senki Zesshou Symphogear: Meteoroid-Falling, Burning, and Disappear, Then...
Both shows fall into the 'Mecha Musume' genre of armored girls fighting, and although Busou Shinki plays it straight with robots and science rather magical powers if you are fans of girls in armor you might like Busou Shinki.

Anime: Mokei Senshi Gunpla Builders Beginning G
Kids find toys and fight with them. The only big difference is that Busou Shinki takes itself significantly more seriously than Gunpla Builders does.

Anime: Ichigeki Sacchuu!! Hoihoi-san
Hoi Hoi San is a cute little insect "Exterminator".... Both are small angels with powerful weapons, if you like one, more likely will like the other as well.
