This anime features a VIVID breast-feeding in like every episode. Honestly, without the breast-feeding, this anime could be pretty awesome. The actual premise of the anime involves various people who control different elements from the periodic table. It's actually pretty cool how they portrayed that aspect. The unfortunate part of the anime is the fact that the characters must drink breast-milk in order to use their powers. If the writers of this anime picked ANY other power source, this anime would be an easy 8/10.
The story and characters are pretty interesting.
The art and sounds are solid. Despite the fountain of breasts, the actual art style is really good. The voice acting, sound effects, and music are nice.
The fan-service levels are kind of over the top.
The ecchi is literally bordering on hentai, but there is no sex in this anime, so I guess that's what makes it not hentai.
I'm going to ignore the part about breast-feeding and isolate the awesome chemical warfare aspect of Seikon no Qwaser and I'm going to go ahead and give it an 8/10 (score ignoring breast-feeding).
