Mixed Feelings
First of all this is a rather short review for those who don't like to read long reviews.

STORY (7/10): The whole story of "Toaru Kagaku no Railgun" itself is pretty decent becasue the arcs are actually connected to each other, which gives a littel extra thrill, but it develops so slow and is interrupted with so many filler like slice of life episodes and scenes. This leads to an underdeveloped plot. Despite all that the story gives you better understanding of the "Toaru Majutsu no Index/Toaru Kagaku no Railgun - universe" and expands it.

ART (9/10): The animation is very consistent and fluently. The character designs is kept realistic but still not too general. The art style is nothing innovative though, but it is totally fine the way it is.

SOUND (6/10): The soundtracks are nothing special at all. They are merely running in the background and add some feeling. The voice actors are doing a decent job and Kuroko's voice is a really amazing choice. Absolutely cliched are the openings and endings since they are mostly a typical techno beat and typical singing., but if you like this kind of music you will enjoy them.

CHARACTER (6/10): The characters are nothing too special but they aren't too plain either, except for Kuroko. You don't see a character like her often.

ENJOYMENT (5/10): The anime is most of the time boring to watch because of all the unneccessary scenes and episodes

OVERALL (6/10): "Toaru Kagaku no Railgun" had very good potential, but failed in the execution. Nevertheless it is a very good spin-off and a recommendation if you are a fan "Toaru Majutsu no Index".
