There should've been 15-16 episodes or even more, I'm not aware of the manga, but I assume they tried to compress just a bit too much into 13 episodes that led to the rushed pacing.
The characters were really well written despite some of the clichés, you kinda grow to like almost all of them. Problem is not many characters were written in depth, even though there were potential in the side characters too. The art was also good, but nothing crazy.
