I will preface this by saying it's not horrible or anything as of four episodes in posting this review things seem weird in-comparison to it's rank here. Interestingly reviews on the internet seem to discuss that the anime apparently gets a lot better episode 10 on. (I do plan on watching till then, but this initial review still has it's place as a guide to the average person).
For the average person no anime that has such a slow first 10 episodes should have contention for a top 3 spot. It shouldn't be recommend as a first anime to watch either. To hold a spot as a top 3 anime, it should be a truly great anime; a anime plenty more capable of captivating it's viewers through the initial episodes.
All in all I have to say I have no doubts it gets better, although; the slow start as prementioned leaves me feeling the ends don't justify the means with this in a discussion of a top 3 anime.
