To start off, there aren't much spoilers in this review.
Have you respected a teacher so much that you often sing praises of him? Have you encountered a student so stubborn he would never do as you say? Have you a friend you can confide in and place all your trust in him or her? You can sympathise and empathise with these types of characters in this manga.
There's quite a large amount of character development and interactions and some world building, at least in my opinion. The character's personality doesn't change all that much even after a significant amount of time has passed but you could see maturity in some. As they age, you could see the bonds of one character to another, and sometimes, it would even be explicitly mentioned throughout the manga. As time progresses, their view on others would also affect how they think in the future and what paths to take. As far as world building goes, it's main focus is in a certain country. The ideologies, myths, values, history, etc are only of that country (as of now). No mention of those things from neighbouring countries. But all is well and fine. So if you're a sucker for character dev and world building, then this is a sure read.
Besides the ideologies and history, the environment of the story is quite 'good'. It set up reasons as to how events in the past affected the future. At the same time, there are quite a lot of foreshadowing that happens. The story was also able to establish how communities of people interact with other communities, mainly through excessive discrimination. Only very few individuals do not exhibit such.
The art style is also great, but it would be difficult identifying some others, mainly because of uniforms or similarly drawn faces and hair styles.
Overall, I really recommend this series especially if you are looking for character developments and world building. You can probably self-insert yourself into multiple characters and even sympathise and empathise their line of thought and actions.
