As already said, the story starts slow, introducing the characters and the world, but becomes better with each arc, especially at chapter 60+.
I don't care much about the art, but it seems to be great (yet Dazai's hair is a huge black spot and i do not know why they kept this).
The characters are mostly divided in simple / straightforward persons and absolute masterminds. Most of them get development throughout the show, but some don't.
Now the main reason i enjoy this manga so much besides the story: The abilities. They are creative, not the usual 'Hoohoohoo, i can throw fire' but also not as stupid complex as Jujutsu Kaisenl. In addition, the characters also use the abilities in very imaginative ways.
Overall, this manga is very enjoyable to read and i recommend it if you like upbuilding stories and cool abilities.
