[HOW COULD YOU GIVE IT A?]
Elfen Lied was a 9 for the first four years I starting watching anime, then became a 5 after rewatching it recently. Back then this felt like an outlier in terms of overall "enjoyment" & "quality".

This show and a similar garbage anime, Charlotte, have the problem of never coming up with interesting ideas despite the premise or ""setting"" being so interesting.
[SPECIFICALLY]
It tries to handle really spicy themes and does so with grace about as often as it offends.
Looks like really generic trash after(and during) the first episode.
Always annoying performances from the actors and is significantly boring.
A couple fantastic songs in the soundtrack basically lure you into starting a new episode.
