This movie is pretty much a sequel to the first movie (the full feature) and if you thought that one was so bad it couldn't get any worse then this movie is the definite proof that it can.
The movie follows the former enforcer Shinya Kougami after the events of the first movie in SEAU. He takes a ride to the Nepal-Himalaya alliance, yet another country in a middle of a civil war. He rescues a girl who happens to be half-Japanese and who wants to learn how to fight, purely to take revenge on the one who killed her father, then somehow everyone ends up shooting everyone else.
This movie is awful even by American standards. It also has really no real connection whatsoever to the Psycho-Pass world. In fact, the term "crime coefficient" is only briefly mentioned once in the entire movie, probably just as an excuse to make this part of the Psycho-Pass franchise. Also, the only character from any prior installments that appears in this movie are Kougami (technically also Frederica Hanashiro, who appeared in the previous Sinners movie - for five minutes). And forget about dominators or any advanced technology, you won't find any of that stuff here. This is purely a generic action/war movie, nothing more.
Regarding art and sound - Nothing too special, same style as ever.
