Cowboy Bebop is, amongst my group of peers, THE "introductory" anime series. Blending a middle-of-the-road animation style that is at the same time distinctly Japanese, while utilizing many camera angles and lighting techniques that will be familiar to any Western viewer.

From the bebop-like introduction music to the english vocal actors for the dub (so excellent as to put any non-cartoon watcher at ease) to the main character, Spike to the unique commercial transition scrrens are understandable enough (and more importantly, interesting enough) to make this the perfect bridge into the anime universe. The only thing that I can say as a word of warning is that introducing someone to anime via Bebop (as happened to me) can create unrealistic expectations within the individual, forcing them to scour the internet in search of anime that is comparable in quality.

What more is there to say? In my mind any and every truly great anime series (and most anime movies) will be held up against Cowboy Bebop for inspection; it is and continues to define what an anime both can be and should be.
