Lets get the main thing out of the way: Josuke is (IMO) the best Jojo in the (anime) series due to the simple fact that he doesnt have 1 defining characteristic. Jonathan was a noble and honorable man, Joseph was the witty and underhanded tactics guy and Jotaro was just the biggest badass to exist. Josuke just doesnt have that and thats what makes him gureto. Hes just a kid going on weird adventures with his friends in his small town while having fun.
ART:
While the shift between part 3 and 4 were pretty drastic, they fit Araki's ever evolving drawing style, managing to capture the feel of the part 4 manga
one highlight i would like to make is Jotaro, going from looking like every single male in part 3 with hard lines on his face and a strong chin, to being a more relaxed and nicer on the eyes, which also reflect Jotaro's growth in part 4, but we'll talk about that in characters
CHARACTERS:
Part 4 is the first part to make the cast feel like actual people and not just be "Jojo's friends" aside from pre established characters such as Joseph in part 3
every character has their own story, motivations, personality, relationships and emotions, while still feeling like actual, real people.
Jotaro is no longer the edgy, black wearing angry punk he was in part 3 and is not taking on a mentor role for Josuke and a friend for Koichi, although old habits die hard as he still cant stand screaming girls.
Koichi is a friend of Josuke dragged into the world of STANDS by the mysterious "Stand arrow" which grants him his stand "ECHOES" which gets strobger and more powerful as Koichi grows as a person and is pushed to his maximum mental capablities.
Okuyasu is the brother of Keicho Nijimura, the owner of the stand arrow and evantual plot device for Okusayu's character development. After growing up in an abusive household with his father turning into an ugly creature due to him selling his soul to DIO and being implanted with a flesh bud, which after DIO's death destroy his human cells. now Keicho was the one wearing the pants in teh family and was very harsh with Okusayu, leading him into a life of anger and aggresivness, with an overpowered stand, THE HAND, not being used properly due to his narrow mindedness.
everything i wrote above is terribly watered down for the sake of not writing for literal hours, but once you watch the show, you'll understand.
And now is where we step into *SPOILER TERITTORY* due to the nature of the show and the antagonist
so last warning SPOILERS AHEAD
STORY:
The story is all about the Morioh Warriors, Josuke, Koichi, Okuyasu, Jotaro and Rohan trying to stop the secret serial killer of the town, Yoshikage Kira.
Kira is a villian we havent seen before in Jojo's since the reason for him being the antagonist isnt him being a threat to humanity, On paper the entirety of part 4 could not happen and Kira could still be alive and it'd have little to no impact on the story of Jojos as a whole. HE WANTS TO LIVE A QUIET LIFE. Which is what makes the fact that he has been killing for 15 years without being caught all the more terrefying. But he doesnt kill for the sake of killing, he kills for the sake of taking the women he kill's hands for his own pleasure, often treating them as his "girlfriend". after Koichi achives Echoes act 3, he encounters Kira and gets destroyed by his stand "KILLER QUEEN" after defeating KILLER QUEEN's 2nd ability "SHEER HEART ATTACK" and this is where we are shown one of Kira's defening traits: his determantion. through out the entire series we dont see Kira give up and leave Morioh even once and doesnt even consider it.
This is most obvious in the climax of the first half of the season, where Kira is cornered and is then able to switch his face and blend in back into the crowd. but the man he turned into, Kosaku Kawajiri, had a son, Hayato, which ended up being his demise. but then against all odds, Kira gets stabbed by the Stand arrow again to receive his 3rd and final bomb: BITES THE DUST
a tiny KILLER QUEEN will be placed on a stand-less person and protect them from any harm, BUT should that person talk to anyone about Kira's true identety, KILLER QUEEN will appear in the second persons eye and detonate them. after the detonation, time will reset 1 hour back and whatever happaned last time will be fate unless BITES THE DUST is turned off by Kira. the thing is, the person BITES THE DUST was placed on was hayato who had found out Kira's new identedy, and ended up being murdered by kira the night he gained the ability. this leads into a time loop of Hayato thinking of new ways to defeat Kira with the 4th attemp being succecfull and ended with the best characetr the series has to offer: AMBULANCE-SAN
tl;dr PART 4 IS THE BEST PART IN EVERY ASPECT
