There isnt much of a strong story line, but it didnt exactly need on either as it wasnt all too bad on it own. If I could swear on here, a better way to describe it would be with a lovely big "ucked" but the first letter being an F.
Basically, your thrown into this weird vibe at the beginning, meeting a couple who which you have found out later that have already died. QuinDecim, being where you enter a bar, once you've passed on, is the so called "afterlife" judgment area. You are forced to play weird games taht usually end up with a lot of pain to judge who goes to hell, and who goes to heaven.
You meet a different bunch of characters, but never get much depth from them as this anime isnt really a "character" bullring one. 90% of the episodes are focused on new people who have "passed on" so aside from the mains who do the judging your meeting a lot of new characters throughout the series.
